Rhode Island – Pawtucket Police False Victim Funds Request
In the case of State of Rhode Island v. Victor Colebut in January of 2025 Superior Court Judge Joseph Montalbano denied the defendant’s pro se motion for a Franks Hearing and decided in favor of the State’s attorney’s. Why would the prosecutors deny a Franks Hearing when they know that there are several false official records that were filed by the Pawtucket Police Department. This case began on February 17, 2020 with a RI E-911 call that the defendant made when he found his girlfriend, Kristine Candace Ohler (9/8/89), passed out on his hallway floor after drinking heavily.
Detective Sgt. LeFort filled out and submitted the below fraudulent application for victim funds from the State of Rhode Island Crime Victim Compensation Program on September 9, 2020. It is believed that Kristine Ohler’s sister is the person who received the funds. As of February 11, 2025 the alleged charges are still pending.
RI Crime Victim Compensation Program Fraud
- The Police Report No. is not the Original Arrest No. for the incident on 2/17/2020
- The ‘alleged’ victim Kristine C. Ohler DOB 9/8/1989 is misrepresented as 9/9/1989 on several official records
- Did the victim’s behavior contribute to his/her death? is marked Unknown
- Does the victim have a criminal record? is falsely marked No
- Did the victim’s family cooperate with the investigation/prosecution of the crime? Although it is not marked it clearly states if no, please explain and Sgt. LeFort answered CASE NOT ADJUDICATED
Sgt. LeFort of the Pawtucket Police Department did enter false information on an application for Victim’s Funds
The police report indicated and noted on the bottom right side by Rhode Island Public Defender Jeffrey D. Peckham is an altered and commingled copy of the original charges on February 18, 2020 and the fake charges on May 7, 2020 that were used to further deprive the defendant of his liberty and bail. A careful review of the police records, medical examiner records, fire department rescue runs and some hospital records shows that Kristine Candace Ohler’s birth date is incorrectly reported as 9/9/1989 and the correct date is 9/8/1989 a slight but significant error.
Kristine Ohler had a long history of drug and alcohol abuse and a criminal record that goes back as far as 2010 and most recently in February of 2019 she was arrested and put on probation for six (6) months and in a separate incident Kristine was found in March of 2019 outside down the street from where she lived in North Providence laying in the snow screaming; she had drank too much, fell, hurt her ankle and was taken to Fatima Hospital for detox.
The alleged victim’s family did cooperate with Detectives Hans Cute and David Silva who interviewed Keri Ohler, Kristine’s mother, Eric Ohler, her brother, and James Jenkins, her father days after Kristine’s passing and prior to the body being released for cremation during an ongoing inquest.
The family not only cooperated with the police investigation but Keri told them that her daughter had recently admitted to using ‘molly’ and James was convinced that Kristine was shooting up ‘dope’ or ‘heroin’. Later the detectives would also interview Kristine’s sister Alissa Ohler who also cooperated with the police investigation and it is believe that she is the person who received the victim’s funds.
Sgt. LeFort falsely reported that Kristine C. Ohler did not have a Criminal Record

The Criminal Complaint(s) and Arrest Records contain false information

The original complaint contains false information, the original arrest report would be commingled with the May 7, 2020 false charge and faked 46g because the defendant was never arrested for the new charge, he was locked up at the Intake Service Center and was not brought to court for the new charge and his signature was in fact forged on official documents

May 6, 2020 the below copy of the new arrest report was printed on 5/6/2020 a day before the fake charges where filed as shown in the false criminal complaint filed on 5/7/2020 by Sgt. William McCoughey
In May of 2020 the police report injuries were changed from ‘unconsciousness’ and ‘other major injury’ and ‘possible internal injuries’ was added.
Alissa Ohler, a family member who cooperated with the police investigation that Sgt. LeFort stated did not is also listed as a witness on the manipulated arrest report.
