On February 17, 2020 the below call was made to Rhode Island E-911 for Medical Assistance and a Rescue – Never Investigated and the 911 caller who was reporting a possible overdose was denied immediate medical assistance by the police department radio dispatcher a newly hired civilian employee at the time. To ignore how the RI E911 call was handled when a life was lost after a thirty-three minute delay of care due to police dept communications dispatcher wanton disregard for human life was extremely irresponsible conduct for a Chief of Police who also holds the title of Acting Public Safety Director.

Pawtucket Police Department Employee “MICHAEL FIDALGO” Refused to send a rescue and played a deadly game…A LIFE WAS LOST!

Pawtucket Police dispatcher violated the department policies and FCC procedures during the above 911 call, acted with a total disregard for the unconscious woman, focused on setting up a RI 911 caller, was extremely uncooperative, maliciously re-routed the 911 medical emergency call to the police.

The Rhode Island E-911 CallTaker (in N. Scituate) followed the orders of the ‘police department communications dispatcher and unnecessarily re-routed the RI E911 medical emergency call to the Police who wasted time doing phone number searches while the RI E911 CallTaker and the Police Dept Communications Dispatcher listened. The police were eventually dispatched for an ‘unknown medical’ although the dispatcher knew a woman was unconscious and the 911 caller was begging, and when pushed to anger demanded a rescue.

The communications dispatcher acted with shocking malice when he canceled the Advanced Life Support Unit and Paramedics, told the EMTs and a basic life support unit to STAGE for police, and dispatched six Pawtucket Firefighters as ‘manpower’ in a ‘ladder areal’ vehicle and a ‘water’ vehicle. Yet, chief of the Pawtucket Police Department and Acting Public Safety Director ignored the facts and even awarded three officers who responded and violated the department policy and both state and federal constitutions when they entered a home under a false exigent circumstance created by the police department communications dispatcher in response to a RI E911 medical emergency call for an unconscious woman and made an unwarranted felony arrest in a home.
